12th General Assembly of the Ibero-American Road Safety Observatory (OISEVI) in Madrid
On 24, 25 and 26 June 2026, the 12th General Assembly of the Ibero-American Road Safety Observatory (OISEVI) was held in Madrid, organised by the Ibero-American Road Safety Programme with the support of Spain’s Directorate-General for Traffic. Representatives from 22 Ibero-American countries took part in the event, as well as international organisations, victims’ associations and partners organisations committed to improving road safety in the region.
The main objective of the meeting was to strengthen the role and effectiveness of the OISEVI Programme and of the national bodies responsible for road safety, by fostering regional cooperation, the exchange of best practice and the development of a shared vision ahead of the 30th Ibero-American Summit of Heads of State and Government. Work was also carried out to define common strategic priorities for the period 2026–2030.
The conference was attended by representatives from international organizations and leading bodies, including the World Health Organization (WHO), the Pan American Health Organization (PAHO), the World Resources Institute (WRI), Safe Journey and Ibero-American associations representing victims of road traffic crashes. In addition, on 25 June, a meeting was held of the Regional Network of Directors of Leading Road Safety Agencies in the Americas.
The panel discussions and working sessions addressed, amongst other things, the following topics:
- The role, functions and responsibilities of the bodies tasked with road safety.
- Institutional leadership, governance and regional cooperation on road safety.
- Safety of motorcyclists and other vulnerable road users.
- Safe roads and safe speeds in the Americas.
- Presentation and review of the Ibero-American Strategic Framework for Road Safety 2026–2030 and its pillars of action.
- Identification of high-impact interventions to reduce road traffic fatalities and serious injuries.
- Evaluation and monitoring of public policies using a regional index based on evidence and technical consensus.
- Regulatory convergence to reduce the main road safety risk factors in Ibero-America.
- Regional harmonisation of driving licences to facilitate mobility and strengthen road safety.
- Development of messages and proposals for the Declaration ‘Towards a Common Ibero-American Road Safety Space.
The Assembly concluded with the Official Road Safety Event on 26 June and with the reading and adoption of the Declaration ‘Towards a Common Ibero-American Road Safety Space’, reaffirming the commitment of Ibero-American countries to regional cooperation, the protection of life and the development of safer, more inclusive and sustainable transport systems.
