11th General Assembly of the Intergovernmental Council of the OISEVI Programme in San Salvador
On 10, 11 and 12 November 2025, the 11th General Assembly of the Intergovernmental Council of the Ibero-American Road Safety Programme (OISEVI) was held in San Salvador (El Salvador). The meeting brought together road safety authorities, international organisations, development banks, civil society organisations and experts from across the Ibero-American region.
The main objective of the meeting was to strengthen regional cooperation on road safety, promote the exchange of knowledge and experiences amongst Ibero-American countries, review the progress made in the region and consolidate a common work agenda for the period 2025–2026. Furthermore, the Assembly served to promote the harmonisation of public policies, identify best practices and bolster mechanisms for technical cooperation and international funding.
Representatives from international organisations and leading bodies took part, including the IDB, the World Bank, CABEI, PAHO/WHO, the FIA Foundation, FIM, UNITAR, FICVI, iRAP, Fundación MAPFRE, CITA International Motor Vehicle Inspection Committee, Walk21, Global Alliance, ITDP, Fundación Aleatica and the Safe Mobility 4 All & 4 Life initiative, amongst others.
The panel discussions, presentations and working sessions addressed the following topics:
- The challenges faced by road safety agencies in the region and institutional strengthening.
- Safe mobility strategies for motorcyclists and the protection of vulnerable road users.
- Safe road users, road safety and public health.
- Safe vehicles and the improvement of inspection and control systems.
- Safe speeds and designing streets for life.
- The role of civil society and victims’ associations in improving road safety.
- Strengthening emergency care and post-crash response.
- Safe infrastructure and its contribution to reducing road crashes.
- Active mobility and the development of safe urban streets.
- Governance, digitalisation and the use of new technologies applied to mobility and road safety.
- Good business practices and the private sector’s commitment to road safety.
- New communication and awareness-raising narratives to drive cultural change in road safety.
- Safe, sustainable and inclusive mobility in urban environments.
- Prevention of road violence and strengthening regional cooperation.
The Assembly also included technical visits, professional networking opportunities and sessions dedicated to reviewing OISEVI’s regional progress. During the meeting, work was carried out on the approval of the 2025–2026 Work Plan and on the consolidation of a common Ibero-American agenda aimed at accelerating the reduction in road crashes and moving towards safer, more sustainable and more inclusive mobility systems.
